Confederation Line  

The Confederation Line is a 12.5 km light rail line under construction in the Nation's Capital. With 13 stations and a 2.5 km tunnel through the City’s downtown core it will serve as the transit spine for the City's transit network. It was Ontario's first P3 transit project and Canada's second. The project is $2.1B (CDN) and was procured as a design-build-finance-maintain project (DBFM). It is currently in year four of its five-year construction schedule.

The project included the procurement of a vehicle fleet, construction of a maintenance and storage facility and a $200M widening of the Provincial 417 Highway.

/ 10-YEAR PROGRAM

GO Regional Express Rail (GO RER) is a 10-year Regional Express Rail program (RER) by Metrolinx to provide frequent, two-way, all-day service to a vast expanse of the GO rail network, with electrified service in core sections. All aspects of the network will see improvements, either through more two-way, all-day service, or more rush-hour train trips.

The total value of the expansion and upgrades is over $20B (CDN) and will be North America’s largest transit project. It includes purchase of a new vehicle fleet, new station construction, electrification, station and civil upgrades.

Hamilton’s LRT Transit Project is 14 kilometres of new dedicated rapid transit from McMaster University through downtown Hamilton to Eastgate Square, from the west end of the city to the east. It includes 17 stops along the Main Street / King Street / Queenston Road corridor with connections to the Hamilton bus network and the GO Transit network, including a pedestrian connection to the Hamilton GO Centre station, the procurement of a fleet of light rail vehicles and a operations, maintenance and storage facility.


The project is as estimated $1B (CAN) and is being procured as a Design Build Finance Operate and Maintain project. Construction is anticipated to start in 2019, with an estimated completion date of 2024.

Hamilton LRT

Union Pearson Express ‍

/ IN SERVICE

AIR RAIL LINK

The Union Pearson Express Air Rail Link project constructed 3.3km of new rail line to the Air Rail Link connecting Union Station and the Toronto Pearson International Airport. The new line was completed in 2015 and has provided an express transit service for the two busiest transportation hubs in Canada – Union Station and Toronto Pearson Airport. The project was $456M (CAN) and was procured as a Design Build Finance Operate and Maintain project.

The UP Express is North America’s first dedicated air rail link and operates a one-way travel time of 25 minutes from Union Station to the Toronto Pearson Airport.

The UP Express launched in 2015 and carries approximately 3.5 million passengers annually across 1,120 weekly trips.

INFRASTRUCTURE PROGRAM

Ottawa’s Stage 2 Infrastructure Program will extend the existing Trillium line and Confederation line currently under construction for a combined 44km of new rail. With 24 new stations, upon completion of the project, 70% of Ottawa residents will be within 5km of rail. This will be Ottawa’s second P3 transit project and is a world first expansion of a P3 transit line while the first is still under construction. The infrastructure program is $3.6B (CAN) and includes the Trillium Line Expansion being procured as a Design Build Finance and Maintain, the Confederation Line Extensions and Highway 417 Widening as a Design-Build-Finance.

Finch West LRT

MISSISSAUGA TO BRAMPTON, LRT

The Finch West LRT Project is 11 kilometres of new dedicated light rail transit between Humber College and the new Finch West Subway Station on the Toronto-York Spadina Subway. The Finch West Project includes 17 surface stops including a below-grade terminus stop at Humber College, an underground interchange station at the TTC's Finch West Subway Station (Keele Street and Finch Avenue West) and a maintenance and storage facility. The project is $1.2B (CDN), was procured as a design-build-finance-maintain project.

Construction completion anticipated in 2023.

The Hurontario LRT project is a 20 km light rail line connecting Mississauga and Brampton through 22 surface stops. The LRT will become the north-south spine of a regionally integrated transit system. This $1.4B (CAN) project is being procured as a Design Build Finance Operate and Maintain. Construction is anticipated to begin in 2018 and be completed in 2022.

The project has several notable elements including:

  • The Trillium Line Extension has a separately procured vehicle provider with a supply contract that is assigned to the DBFM Project Co.
  • The Confederation Line Extension has a separately negotiated Signalling Subcontractor Agreement which will be assigned to the DBCo at Financial Close.
  • The Trillium Extension is being procured as a “Wide Equity” procurement with no requirement for the provision of long-term debt and no Lender’s Direct Agreement.
  • The Confederation Line Extension includes a $220M Highway Widening Project – one of MTO’s only AFP Highway projects.
